Starting my officer application

Justin Rogers

New Member
Good afternoon everyone. I am currently going through different places to find the correct forms to use to submit my application for OCS. I am an E5 in the naval reserves at this time and getting ahold of my CCC is tough during these times. As I know it reservist can not work directly with a recruiter to assist with forms and submissions it's all done through the CCC.. is this true? With that being said does anyone know of a direct link that will take me to all the current and correct forms needed to properly collect and fill out the required documents?

Thank you all

Justin

You can go through a recruiter if you want or you can do the fleet OCS application. In either case you'll have to request a dd368 conditional release as a drilling reservist.

Forms for enlisted to apply can be found on the Navy Personnel Command website https://www.public.navy.mil/bupers-npc/career/careercounseling/Pages/CommissioningPrograms.aspx

The Fleet OCS application instruction is OPNAVINST 1420.1b

The biggest difference between going through a recruiter vs doing a fleet application is that you'll need to secure three officer appraisal interviews on the fleet application (opnavinst 1420). The fleet side requires more legwork on your end as well. On the recruiter side, you'll need to secure a letter from the VA stating you aren't receiving VA disability benefits (I forget the name of the form but your recruiter can help you with that).

With all that being said, most (or all) of your questions can be answered by searching these forums, a google search, or going on the Navy Personnel Command website.

Not sure whether it is more advantageous for you to apply on the fleet side or recruiter side, but definitely research both routes.

Good luck!

NRD's will tell him to go through his CCC if applying for OCS

Yeah it seems most will. I was only saying it is possible for him to work with a recruiter. Before I submitted my fleet application I was personally working with a recruiter over the summer in Millington. The NRD I was applying through ended up getting a new OIC. The new OIC saw me in the office one day and told me "from sailor to sailor, I think you'd be better off applying through your CCC and putting in a fleet application instead." I wasn't sure what metrics he based that from, but all I'm saying is that it is possible for @Justin Rogers to work with a recruiter as a reservist. The recruiter would only need a conditional release from his NOSC and reserve unit before the NRD could start working his package. Personally, I feel more proud of my fleet package because I did all the legwork. It felt so gratifying putting it together on my own.

NRC has and will shoot back applications of sailors trying to apply via NRD for OCS, there was a directive put out that last I heard is still in effect that NRC sent out to all NRD's telling them to not work with any AD or reservist applying for OCS that they are to work with their CCC and to apply using the 1420

Unfortunately often those OR's that try to work with a reservist are not aware until NRC rejects the application. There are some NRD's that will still help with the ASTB, as that can be difficult to arrange.

Ah gotcha. Not disputing you, was just explaining my personal situation. Going off what you said, the NRD I was going through over the summer had a few other active duty and reservists in there periodically taking the OAR/ASTB. Nonetheless, I am proud of the fleet application I ended up putting together. Hopefully the OP has a good CCC and NOSC. My experiences with NOSC's have been pretty bad.

I have seen that as well, I preferred it when reservist could go through an OR, I can see both sides to why or why not, however a reservist is going to have more in common with a civilian applicant than an AD applicant, but that is just my opinion.

Thank you guys, I appreciate it all. Unfortunately, my CCC is not that great. Additionally, my NOSC CCC just sent me a link and did not say to much after that. But I will look at the NPC link and the1420. Thank you

That is often the case, CCC's mainly learn about retention and enlisted programs, that is why many commands will have an officer designated to assist those who want to apply. This is also why I liked working with reservist, there are many enlisted here that have applied and been accepted so just search around, and ask questions.

I would specifically look for threads on the designator you want to apply for and look there.

Hey folks, Reservist and school trained CC here.
My best suggestion is to use an officer recruiter. They can get things done a lot faster than your NOSC will be able to. Plus, NOSC CCCs usually have many other collaterals and it's easy for the things you need to get done to slip through the cracks. Grab that DD368 and take it an officer recruiter with everything you've already done and it can pay dividends.

I’m a CCC and working with an NRD to go OCS. It might be because my PRD is Feb 2022 and EAOS is July 2022. But keep calling different recruiters in your district and I’m sure one will work with you. The key is getting the conditional release they send you as well as a 1306 approval from your ECM.

you might get lucky if the Director of OCS programs has changed his view, too many times AD sailors have tried to get submit a completed application to NRC via a NRD only to have it rejected, and yes they did have conditional releases, rejection was that it was not completed IAW 1420.1b

why take a chance?

I agree. If I could only work with Navy reservists, I could be the Recruiter of the Year.

But if he (OP) is SELRES he doesn't need to go through the AD process. He can do everything through an OR and not worry about the rest.

I’m confused now. So this is the instruction I’m referring to (attached). Do you mind if you send me an instruction to support what you’re saying so that I can help some of the SELRES Sailors. Thank you in advance.
