USNA Summer Leave

I have heard that there is an option to give up part of summer leave . Can you can do lots of things if you choose to during that time. I am fully fluent in German and I heard there is an exchange that a 2/C mid can do with the German Naval Academy in Flensburg during this summer leave. Has anyone heard of this? Also he said that you could opt during one of your summers to go to the basic Jump School and get Jump wings. Have you heard of this?
