Probably a stupid question(Enlisted to Officer Program)

For the CWO Pilot Program it gives a variety of jobs that are not applicable for it, Now why would MAs not be eligible especially since they have been downsizing the rate?

I'm not in any position to give you a reliable answer but....

I'm going to say SEAL, SWCC, EOD, DIVER and MA are Global War on Terror ratings that are mucho importante at the time. The Navy needs your rate or at least the quotas haven't been updated to say otherwise.

Therefore you are SOL until this restriction is lifted or you crossrate...
