I have a question--

What are the U.S. Naval Officer Uniforms?

To my knowledge-correct me if I am wrong

they are;

Fall/Winter
Mess Dress(black/Blue Jacket)
Service Dress Blues
Winter Working Uniform? (What is that?)
Khaki

Spring/Summer
Mess Dress(White Jacket_
Summer Dress White
Summer White
Khaki

also are these uniforms assigned to midshipmen/officer candidates at ocs?

Any and all of your questions regarding what uniforms the Navy has can be found at https://buperscd.technology.navy.mil/bup_updt/508/unireg/uregMenu.html. Although your question can be answered in Chapter 3, the information in all of the chapters is good stuff to know.

To answer your last question about issue. I cannot speak of OCS since I did not get my commission through that source. However, at the university, ROTC students are issued uniforms (not all, only the ones they will use). Hope this helps.
