You don’t have to show your deck of cards and say you don’t plan on signing/committing to SWO DH, but simply you are weighing all options which include not going to DH school.
From what I recall, you may still be “screened” as a DH but can decline going to SWOS/SWSC for DH schooling. After your second DIVO tour you’ll likely go to shore duty for 2-3 years and then you can reslate to another shore duty role, which will take you to around 10 YCS.
Concerning 2x FOS for O-4, there’s a SECNAVINST concerning such with those with prior service.
You used to be able to move around but that became an issue with too many O3s on the books. You will not get the option to FOS twice as you will receive orders to DH school so that you arrive in Newport sometime around the 7.5 year mark. The best option you have is to extend as long as possible on your shore tour and tell PERS-41 that you are getting out. That will likely let you serve up until the 8 year mark at which point you can pop smoke. You more than likely cannot make a career out of PCs (All being decomm'ed btw), MCMs, and Coastal Riverine (Probably going away very soon with the decomm'ing of the Mk VI boats). But pragmatically, SWO has a high attrition rate at 5-10 yrs (“SWO-n-go”) and my perspective is that it generally seems to force-shape itself. If you plan to stay for 20 yrs active anyway, and you don’t wish to redes, you might as well take the DH bonus and pocket that cash.

If OP manages to finagle his way out of going to DH school (very hard to do), he will be sent back to sea at the needs of the Navy which means somewhere with zero fun. I know a few people who did a third sea tour and they hated it. Everyone will know that you suck (Most third sea tour JOs are there because they washed out of Nuke school or some other training pipeline) and are likely not going to be promotable so you will get bad FITREPs and will be given the shitty jobs.Can’t the OP also reslate to a second shore duty gig? Pure conjecture, but since DESRON/PHIBRON non-traditional 2nd DIVO sea tours have gone away, that seems like a prime billet for someone who has their pin (so not a 3rd divo tour for remedial purposes) but manages to refuse DH orders. I mostly just feel bad for the poor JO who does 2 sea tours and then gets "shore duty" with an embarked and deploying DESRON...
So are the forced orders to DH School a scare tactic? Before I redesignated, my detailer told me that I was going to DH School unless I told them I was getting out of the Navy. This was in 2017 so times change but I can't imagine the retention for SWOs has gotten any better.If you do not sign up for the bonus, do not want to be a DH, but want to continue to serve for a couple more years, it is highly unlikely they will send you to DH school against your will. You need to signal your intent to your detailer and they will give you the scraps of whatever divo shore slate is for that particular PRD. You will move to the absolute bottom of the rankings for that shore slate. It is highly likely you will move to somewhere undesirable, maybe. One of my peers did this and became a NOSC XO in Omaha for a few more years after his post divo shore tour at ATG. The cohort who desires this is extremely small. Short answer, talk with your detailer.
