RMKS/1. THIS NAVADMIN ANNOUNCES REQUESTS FOR APPLICATIONS FOR THE
FY-02 NFO TO PILOT TRANSITION BOARD SCHEDULED TO BE HELD 8 JUL 02.
THIS PROGRAM IS OPEN TO ALL NFOS REGARDLESS OF COMMUNITY AND WILL
SELECT BETWEEN 12-24 CANDIDATES ANNUALLY. THE SELECTION PROCESS
WILL TAKE INTO ACCOUNT YEAR GROUP AND COMMUNITY INVENTORIES FOR BOTH
PILOTS AND NFOS IN ORDER TO ENSURE SUFFICIENT INVENTORIES ARE
AVAILABLE TO MEET COMMUNITY REQUIREMENTS. HOWEVER, THE PRIMARY GOAL
WILL BE TO SELECT THE MOST HIGHLY QUALIFIED APPLICANTS.

2. APPLICANTS MUST UNDERSTAND THAT THEY WILL COMPETE FOR PIPELINE
SELECTION BASED SOLELY UPON PERFORMANCE IN TRAINING AND NEEDS OF THE
NAVY. THERE IS ABSOLUTELY NO GOAL OR GUARANTEE THAT TRANSITIONED
AVIATORS WILL RETURN TO THEIR ORIGINAL COMMUNITY.

3. ELIGIBILITY CRITERIA:
A. IN ORDER TO ENSURE SUFFICIENT TIME TO COMPLETE TRAINING AND
A FULL CAT I PILOT TOUR PRIOR TO A DEPARTMENT HEAD ASSIGNMENT, ONLY
APPLICANTS FROM YEAR GROUPS 97 AND JUNIOR ARE ELIGIBLE TO APPLY.
B. APPLICANTS MUST NOT HAVE PASSED 31ST BIRTHDAY WHEN BOARD
CONVENES.
C. APPLICANTS MUST HAVE SERVED AT LEAST 18 MONTHS IN FIRST
FLEET SQUADRON WHEN BOARD CONVENES.
D. APPLICANTS MUST MEET PILOT AVIATION SELECTION TEST BATTERY
(ASTB) STANDARDS (MINIMUM AQR-3/PFAR-4/PBI-4).
E. APPLICANTS MUST NOT HAVE BEEN PREVIOUSLY DISENROLLED FROM
ANY MILITARY FLIGHT TRAINING PROGRAM FOR ANY REASON OTHER THAN
TEMPORARY PHYSICAL DISQUALIFICATION.
NOTE: IN ORDER TO ENSURE THE INTEGRITY OF THE NFO TO PILOT PROGRAM,
WAIVERS FROM ELIGIBILITY REQUIREMENTS WILL NOT BE GRANTED.

4. PHYSICAL STANDARDS:
A. PER REF A, APPLICANTS MUST BE PHYSICALLY QUALIFIED AND
AERONAUTICALLY ADAPTED FOR DUTY INVOLVING ACTUAL CONTROL OF AIRCRAFT
AS A STUDENT NAVAL AVIATOR. APPLICANTS MUST MEET SERVICE GROUP I
MEDICAL STANDARDS, HOWEVER, PRK AND OTHER SERVICE GROUP I WAIVERS
WILL BE CONSIDERED.
B. ALL APPLICATIONS MUST INCLUDE A NAMI 342/BUMED 236 ENDORSED
FLIGHT PHYSICAL AS A STUDENT NAVAL AVIATOR. COPIES OF SF-88 (REPORT
OF MEDICAL EXAMINATION), EKG AND SF-93 (SUPPLEMENTAL MEDICAL
HISTORY) MUST BE FORWARDED TO: NAVAL AEROSPACE AND OPERATIONAL
MEDICAL INSTITUTE, ATTN: CODE 342, 220 HOVEY RD, PENSACOLA, FL 32508
FOR REVIEW 30 DAYS PRIOR TO BOARD CONVENING DATE. PREFERRED
APPLICATION SUBMISSION IS BY FAX AT COMM (850) 452-2708 OR DSN
452-2708.

5. ACTIVE DUTY SERVICE OBLIGATION (ADSO):
A. UPON EARNING PILOT WINGS, TRANSITION CANDIDATES WILL INCUR
AN EIGHT YEAR SERVICE OBLIGATION.
B. FAILURE TO COMPLETE TRAINING FOR REASONS OTHER THAN PHYSICAL
WILL RESULT IN A RETURN TO PREVIOUS CAREER PROGRESSION AND A THREE
YEAR OBLIGATION FROM DATE OF DISENROLLMENT FROM PILOT TRAINING OR
COMPLETION OF PREVIOUSLY INCURRED ADSO, WHICHEVER IS LONGER.

6. AVIATION CAREER CONTINUATION PAY (ACCP): ONCE ACCEPTED FOR
PILOT TRAINING, ACCP ELIGIBILITY WILL BE BASED UPON EXPIRATION OF
ADSO INCURRED FOR COMPLETION OF PILOT TRAINING AND WILL FOLLOW
GUIDELINES OF BONUS PROGRAM IN EFFECT AT THAT TIME.

7. CAREER PATH:
A. IN SELECTING NFO TO PILOT TRANSITION CANDIDATES, EVERY
EFFORT WILL BE MADE TO ENSURE THAT CANDIDATES ARE SELECTED EARLY
ENOUGH IN THEIR CAREERS TO ALLOW TIME TO NOT ONLY DEVELOP AS A NAVAL
AVIATOR, BUT TO COMPETE WITH PEERS FOR PROMOTION AS WELL.
B. OFFICERS SELECTED CAN EXPECT THEIR FIRST SHORE TOUR TO BE AS
A STUDENT IN THE TRACOM AND FRS FOLLOWED BY SECOND AND THIRD SEA
TOURS IN FLEET SQUADRONS FOR CAT 1 AVIATOR AND DEPARTMENT HEAD TOURS.

8. APPLICATIONS:
A. APPLICATIONS SHALL BE SUBMITTED TO PERS-432E NO LATER THAN
21 JUN 02 AND MUST USE FORMAT SPECIFIED IN REF A, "CONTENTS
OF LETTER REQUEST," WITH THE FOLLOWING MODIFICATIONS:
(1) SUBJECT LINE SHOULD READ: "REQUEST FOR NFO TO PILOT
TRAINING."
(2) PARA 2 SHOULD BE REPLACED WITH "ENCL (1) IS
FORWARDED PER REF A. THE DATE OF MY BIRTH IS (DATE)."
(3) PARA 7 SHOULD BE REPLACED WITH "I RECEIVED MY DESIGNATOR
AS A NAVAL FLIGHT OFFICER ON [WINGING DATE]."
(4) PARA 11-A SHOULD BE REPLACED WITH THE FOLLOWING: "NOT
TO RESIGN FROM THE NAVAL SERVICE DURING THE COURSE OF INSTRUCTION
AND TO SERVE ON ACTIVE DUTY FOR A PERIOD OF EIGHT YEARS SUBSEQUENT TO
COMPLETION OF TRAINING WITHIN THE NAVAL AIR TRAINING COMMAND, UNLESS
RELEASED EARLIER BY THE NAVY."
(5) PARA 11-D SHOULD BE REPLACED WITH THE FOLLOWING: "THAT
IF I FAIL TO COMPLETE TRAINING FOR REASONS OTHER THAN PHYSICAL, I
AGREE TO RETURN TO MY ORIGINAL COMMUNITY AS A NAVAL FLIGHT OFFICER
AND I WILL SERVE FOR THREE YEARS FROM THE DATE OF DISENROLLMENT FROM
PILOT TRAINING OR UNTIL COMPLETION OF A PREVIOUSLY INCURRED
OBLIGATION, WHICHEVER IS LONGER."
(6) DELETE PARAGRAPH 11-F.
(7) ADD PARAGRAPH 12, WHICH SHOULD INCLUDE A NARRATIVE
DELINEATING AIRCRAFT QUALIFICATIONS ACHIEVED, ANY SIGNIFICANT
AVIATION-RELATED HONORS EARNED AND ANY ADDITIONAL COMMENTS ON FIRST
TOUR FLYING EXPERIENCE TO INCLUDE FLIGHT HOURS, COMBAT MISSIONS,
DAY/NIGHT CARRIER LANDINGS, NVG HOURS, ETC.
B. ACCOMPANYING COMMAND ENDORSEMENTS SHOULD SPECIFICALLY
ADDRESS PERFORMANCE IN RELATION TO PEERS AS WELL AS TACTICAL ACUMEN,
AIRMANSHIP, HEADWORK, SITUATIONAL AWARENESS, PRIOR PILOTING
EXPERIENCE AND ANY ASSESSMENT OF HOW THE CANDIDATE WOULD PERFORM AS
A PILOT. ADDITIONALLY, ALL PACKAGES MUST INCLUDE, AT A MINIMUM, A
SECOND ENDORSEMENT FROM THE COMMANDING OFFICER'S REPORTING SENIOR
(WING COMMANDER, CAG, ETC).
