It's on the correct way. The precedence goes towards the center, so all of the ribbons on the right chest are opposite of what they usually are on the left. Take a look at the precedence and you will see what I mean:

I know (at least I've been told) that's how the Navy does it, and I just don't want there to be any confusion. Marines do not wear ribbons like that. When we wear medals, ribbons over the right pocket are still in 'normal' precedence, right to left, top to bottom. It's on page 5-15 (para 5202.3) of our uniform regs for those of you who want to look it up.

Just wanted to clear that up.

Edit: In case you're wondering, I've seen too many Marines who spend time around the Navy then want to adopt their uniform regs. They start wearing their ribbons 'backwards' or wearing only their top 3 ribbons, things like that. That's where this post came from.

Precedence is correct, but I believe Junior was referring to the ribbon itself. Blue should be on the left, red on the right. Another common mistake made with the CAR and the AFEM.

NAVPERS 15665I Chapter 5 Section 5313.1 said:
Manner of Wearing. Wear both large medals and ribbons that do not have corresponding large medals on Full Dress Uniforms. Center ribbons on the right breast in the same relative position as the holding bar of the lowest row of medals. Arrange ribbons in order of precedence in rows from top down and inboard to outboard. Wear either the senior ribbon or all ribbons.

Combat Action Ribbon. The outermost blue stripe is to the wearer's right, even when worn on the right side when large medals are worn.
Seems they felt the need to clarify this issue.

So Junior is, in fact, correct. That particular ribbon is being worn upside down. Good eye; fair catch. Style point.

I have a feeling that Admiral would whip all of our asses and then cram his combat action ribbon somewhere unpleasant.
