Yes, Ranger-T is the new and improved "Black Talon". It is essentially the same design, with improvements to the jacket and improved expansion. It's marketed as "LEO Only", but that is purely manufacturer marketing. If you can get your hands on it, you can buy it. I buy mine from an FFL in Jacksonville, FL. He regularly sells his ammo on

I chose Ranger-T because it has some of the best
real world statistics. Not some test in a lab with ballistic gelatin, but police and armed citizens putting bad-guys down. I use the 127gr +P+ load in my 9mm (that and the 147gr load are about equals), and the 165gr load in my .40.
Ranger-T is Black Talon, improved and renamed, sans the black coating.
I have 16 Black Talon cartridges in my possession for pure "neato" factor. They look cool.
Speaking of Winchester Black Talon --- I heard two versions regarding it's demise as a commercial handgun cartridge. One, the obvious, pathetic, racially inspired hysteria regarding it's name, a.k.a. "Black-Felon" ammunition. The second involved the black Lubralox coating --- which was incorrectly identified as "teflon" and reputed to penetrate body armor, thus becoming one of that class of so-called "cop-killer bullets" .
I believe it started with doctors. Doctors were having problems with the bullet jacket cutting their gloves as they were extracting them from people in the ER. This lead to crazy rumors that Black Talon had razor sharp claws that spun in flight to greatly enhance their damage and wounding capability. All a bunch of crap really. The "teflon" rumors is also true, in that people bought into it about penetrating armor. Too bad Teflon actually INHIBITS soft armor penetration, but that's just needless facts to get in the way. Haven't heard of the racially charged one, but I wouldn't doubt it.
