If you are permanently assigned to duty to a military assignment in California you may request to bring your weapons here. You have to be active duty so this doesn't apply to reservist and you have to be permanently stationed here - orders in hand so TDY/TAD assignments don't count. You can bring in as many semi-automatic weapons as you care to - there is no limit. It applies to all branches of the military including the Coast Guard.
The permit is issued for the purpose of personal possession and/or transportation of the permitted assault weapons under the conditions of penal code section 12285 (c) while permanently stationed in the state of California for active military duty. This does not apply to California citizens or California native military members. You have to be 18 years old.
The permit may be renewed annually for free. A $25 late fee applies if you fail to follow thru on the reminder sent to you 60 days prior to the date of the expiration.

The permit itself is a 8x11 sheet of paper with the military members rank, name, address and details of each firearm. My number was very low so this permit process isn't very well known. I also understand that the base itself is federal property and therefore falls under federal jurisdiction - don't bring your weapons on base without permission and if you've got them on the base - don't bring them off without permission. The only California regulations that I'm aware that apply to military members on base are pollution ones - smog etc.
