you are correct because he has no authority once you live the class D airspace. In some areas the radar coverage doesn't start out there until about 16000. I use to utilize VFR climbs out of denver headed west for the same reason. Even if I had radar contact I couldn't vector them because they were below the MVA. Tough place to fly and a tough place to control traffic.
