To skip IFS you need to have completed a cross-country solo and have it recorded in your logbook. The number of hours is irrelevant.
But why would you pay nearly $4,000 to get all that flight time when the government will do it for free? Besides, IFS is a welcome break from the basic marine officer training you will be going through, either Post-OCS or Post-TBS.
There may be a record of your grades at IFS but I assure you it does not count in any way towards NSS or anything like that. It is purely for the experience and familizarization of basic airwork.
