I ended up going with wachovia, and the 25k grant is not bogus. I have 25K equity on paper paid for by wachovia on closing. The interest rate was higher, which is the drawback, but no penalty for refinancing, which I shall do within the year.
There is an income cutoff, so if you are O-2 or lower, and getting a place in SOCAL in the next year or so, and are interested, send me an email, and Ill pass on the contact info. Also I used the USAA referal program, and got an excellent realtor (former MGSGT USMC)
