Read an article a while back - might have been in the Gazette - where it was stated that the recruiting offices are typically in small, old strip malls because the rent is cheap. It is cheap because nobody goes near the old strip malls.
Until recently, why haven't they been in large shopping malls? The rent was too high. Why was the rent too high? Because so many people passed by the spaces every day.
