Second Engine Could Cut F-35 Production

I may be naive on the subject but it seems like this is just the kind of thing that causes the hellacious budget creep associated with procurement anymore. Why is it necessary to produce two entirely different systems for the exact same purpose when one of them will inevitably better meet the requirements for the airplane? Are P/W and GE/Rolls Royce's lobbyists really good enough to sell their respective engines simultaneously?

The international interests are calling for the second engine. I can understand the want for competition. However, I would have figured this would have been worked into the plan in the early stages.

Well, the F100/F110 option for the F16 worked out pretty well, so that's also motivating this option.
