Questions About IFS

I've been told that if you are a private pilot, you can waive IFS. I've held my PPL since July 2007 with roughly 100 hrs in Cessna 172's. Haven't been PIC of an aircraft ever since 2007 and I'm commissioning and (hopefully) going 1390 in 2011. So the questions are -

Would it be worth taking IFS just to re-familiarize myself with flying? Should I waive IFS? Do I even have a choice?

roger. that was easy. while i'm at it, will Pensacola be completely switched over to the Texan by the time I make it there?
