Quality Spread?

I was reading the book Bogeys and Bandits and came across a statement that said Marine aviators were assigned their air platform based on a quality spread. I know they do this for Marine ground officers when they pick their MOS at TBS, I can see the pros and cons of that system and why it is implemented. But you would think that flying multi-million dollar aircraft would place pilots on merit. Anyone know the real gouge?

...And you would think that being an Officer of the Deck (ie: responsible for safety and operation of a multi-BILLION dollar ship) means we should place SWO's on merit.

Why would quality spread be less relevant to aircraft? The reason there is a quality spread is so that all the high performers don't self-segregate into the fields seen as more desirable, for whatever reason. Just as in TBS, you can't have all the top Lts go to infantry and all the dirtbags go to, say adjutant (S-1 weenies, pls don't flame me); you can't have all the top students go to one airframe. Just because something is seen as more desirable, doesn't necessarily mean it's more difficult, or that it requires the best people. Quality spread goes in and out of fashion from time to time. In helos we went by strict merit order for a long time. Now we do quality spread. Needs of the Corps.
