Yes, they will. I just selected NFO out of the class of 2002 at the academy. I was unable to get the eye surgery, so for one, not everyone is eligible. Second, it is true that more people are now eligible for pilot, but they do not add any additional pilot billets to compensate for that, so A LOT of people get NFO as second choice. This year, the navy wanted 88 NFOs out of Annapolis, and they got them, even though 39 wanted it first choice. If you're going to come to the academy, stay in the top half of your class (above 500) to be in good contention for a pilot billet.
