Find it hard to believe a recruiter wouldn't respond "months later". You need a current waiver applicable to the program you're applying for. If you need a waiver for enlisting, you will need a new one for commissioning.
Recruiting duty isn't a 'due course' shore duty. Is it really beyond the realm of possibility that the following scenario occurred:

Recruiter already has one foot out of the Navy and cares more about job hunting/liberty than putting new officers into the Navy. He's already met his quota for OP's desired community doing minimal work spending 15 hours a week in the office, and is tired of receiving the dozens of bullshit emails from candidates who don't meet service requirements, so he decided that he's going to stop answering/working on them altogether.
