I know that you get E-3 salary, but do you also get the housing/food allowances as well? Or is that all rolled into the 18k a year?

Why E-3 pay? Are you prior enlisted or not? I thought I heard it was E-5 pay-maybe that's while in OCS... I'm confused!

It's E-3 pay with chance of promotion to E-4 and E-5 if you make deans list or recommend someone for the program and they are accepted (I think, I know dean's list is one) E-5 is the pay you recieve at OCS.

Just to clarify. You start as an E-3. You can gain a rank either by recommending another individual to join the Officer Program or by making the Dean's List

The highest rank that you can achieve is E-5 and you are only allowed to gain one rank in each of the categories above. (I.E. If you do NOT make the Dean's list but you recommend 3 people into the Navy, then you only make E-4. But you do get a NAM!)
