NFO and NA age differences

I was just curious if anyone on AW knows why the waiverable age limits differ between NA and NFO? I asked my recruiter today and he said maybe because everyone applies for NA and there would be too many NA applicants? I'm sure there is some reason why, but considering NA's and NFO's are part of the same crew I'm just curious of what a difference of 24 months matters in the long run.

Also, the Navy asks for a longer commitment out of pilots, 8 years post wings instead of 6 years post wings for NFOs.
