Manatee? friend or foe

Being that a few of us were recently pro-rec'd in January, I have taken it upon myself to learn some of the cultural vocabulary of the Navy. I see the term "Manatee" thrown around often. Through my awesome powers of deduction I have determined that you are not referring to the aquatic mammal... So what EXACTLY does the term imply.
