That quote appears to date back to WWII in various forms.

Here's what I found:

“If the Marine Corps wanted you to have a wife, they would have issued you one” was cited in print in 1956. “If the military wanted you to have a family, it would have issued you one” was cited in 1978. The saying appears to date to World War II (1940s).

There was a young Marine who had married his girl just before being “abducted” into the service. After less than a week of honeymoon bliss, he found himself in the unromantic atmosphere of Camp Lejeune.

Since his home was too far away to get to and from on a weekend pass, he kept pestering his Sergeant for a longer leave, explaining his terrible need to see his bride and be with her. Each time his pleading became more passionate but the Sergeant was adamant.

Finally the Sergeant said, “Look, son if the Marine Corps wanted you to have a wife, they’d have issued you one. So shut up!”

No, it was the asshole CG in California that tried to order his Marines not to get married, which any sensible person would understand to be completely illegal and completely inappropriate.

Are you referring to his Barong Tagalog?
That might be the right term…we just called them “liberty shirts.” They were the warm day alternative to the Olongopo custom tee-shirt coupled with a cheap nylon “flight jacket” with a dragon or some other shape surrounded with all your relevant cruise info embroidered on the back.

Mattis genuinely thought he was going to get issued one all along his career, and then in retirement, one day he looked around and realized he needed to do it himself. So he did it the most expeditious way possible.
