NEWS FY10 STA-21 time in service for retirement

This only affects FY10 STA-21 class as far as I know, but those in that class should have received the following letter. A small update, it is with BCNR as of late January '21 and they have 580 days to review and respond. Let's cross our fingers we get those three years back!

You have been identified as an officer commissioned through the Seaman-to-Admiral-21 (STA-21) program whose time in service for retirement may be impacted by changes to the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2010. The FY-10 NDAA amended the law to reflect that time spent participating in STA-21 is excluded from computation of years of service for retirement eligibility. NAVADMINs soliciting STA-21 applications in FY-11, FY-12, FY-13 and FY-14 did not reflect the FY-10 NDAA change. Therefore, my team is pursuing a group petition with the Board for Correction of Naval Records (BCNR) to reinstate the active duty credit for STA-21 participants during these years. The BCNR can not act in contradiction to the law, however, in accordance with 10 U.S.C. § 1552, the BCNR provides a process that allows current and former Navy members to seek correction of errors or injustices reflected in the official Navy records. BCNR actions are expected to take 9-12 months for review and disposition. We will work with BCNR to ensure they review this group petition as soon as possible.
