Enlisted Navy Rank Insignia

Just a quick question for some Navy types. Does color of rank insignia on enlisted personnel dictate community or command? I know it can't be arbitrary. I saw a Seaman Apprentice with a green insignia this weekend and I was wondering what that's all about. Thanks in advance, Doc
