Current BUPERS FY Money Situation

I am within 3 weeks of my finish date at the FRS and just received verbal orders 2 weeks ago. I have a VQ buddy who finished the program a month ago and he just told me he's on hold waiting for orders because there aren't the funds to cut him orders right now. Are we already in the black hole right before the new FY? Does anyone know if the fleet wide drought on orders has begun already? I'm just trying to get a general idea to help give the landlord an estimate (they are also military) on when we will be vacating. I checked the Millington flood thread to no avail. If this happens to be covered in a thread elsewhere that I missed, let me have it! Thanks in advance.

This has been going on for a while. BUPERS has to cut orders when they have the funding to. They can't just cut the orders a year out anymore because of the way the money is allotted (according to them its like switching from a Credit card to a check card. You make a purchase and instead of getting a bill you can pay off later, the money is directly taken from the account).

It is fleet wide. If you have "Hard" verbals they should be able to give you a rough date, but don't expect the orders until approx 60 days out from your PRD... sometimes less.

Heard a rumor @ my FRS that they don't need to start any more Navy dudes (after this next class) for the rest of the fiscal year. Probably unrelated, and probably hereasay, but who knows

No big deal, that just means no more selecting Jets out of primary until Oct 1 :icon_smil

Lol nice. Well I think Lemoore and Oceana are still pressing people through at normal speed so don't worry primary AW's....you too could enjoy a 15-24 month detour in such sweaty undesirable places as Meridian, MS or Kingsville, TX

@ Ken, sorry to hear that your per diem gravy train is being held up :)

I went through the same thing last year (verbal JUN PRD). Back in FEB 09 I was told that my orders would be on the street any day...
Come April I was told that there is some money issues, my detailer will get back to me in a week.
In May I was told that NPC had no money and I had to wait until October to get my orders. They only people who were getting orders were going to Sea Duty, IA's and folks going to Joint Schools.
In June, my detailer got me a 'good deal' TAD to Millington for 6 weeks and my second day there, NPC got an augment and my orders hit the street for a JUL detach/AUG report. I then had to get an ORDMOD since I was TAD in Millington through the end of July...
Long story short, this happens often so you just need to remain flexible.

My advice for your landlord is one of two options. One is to extend your lease and then, when your orders drop, use the military clause to get out.
Or you can do what I did and be up front with him. Tell him that you may be extended in present location until possibly October and work out an arrangement.

+1. Not sure who you are renting from, but most of my former landlords have been military/former military and have been pretty helpful and understanding when it came to order shennanigans. I'd personally go with option 2 if I were you.

Thanks for the replys guys. My landlord is a P-3 FE and they have been great so far. I'm in month 8 of a 1 year lease, so I'm completely fine. I'm just trying to be a good tenant and be as helpful as I can to them in figuring out what is going on with orders. They are military and they do understand though.

The FY PCS budget fiasco is affecting everyone fleet wide - including yours truly. My detailer made me (and my CO) some "promises" that fell through. While I left my command in May, I am doing some traveling & work with my "new" command up in Pax. Overall good deal for me, but increases the anxiety level for the Misses as to when we actually move. BTW - I have heard that Millington has instituted some new policies wrt adjusting PRD's into a different FY - they won't do it anymore. Bottom Line (and this has always been the case) - verbals are crap until you get hard copy orders.

On a side note - watch this years wrangling over the Defense Budget. I can already see the pain meter ratcheting up for all branches including the respective services PCS budget! The next few years will bring new meaning to the term Lean.

Good advice. I went thru the same drill in May 1972. Think that was the year promotions were delayed as well. (Note: In 1972 the Fiscal year ended 30 June. In 1976 they changed the fiscal year to end Sept 30.) On the flip side, in a civilian agency we always ended up with a lot of money that we had to spend or lose it. I then transferred to an agency that had "no year" money, that is we could bankroll it if we did not spend it. Save it up and buy better chase cars (Crown Victorias) for our agents.:icon_tong:icon_tong

On a related note, the independent and bipartisan Quadrennial Defense Review (QDR) panel issued its report to the House Armed Services Committee this week. The legislatively-mandated review of Department of Defense (DoD) strategy and priorities, which serves as a guide for DoD as it adjusts its strategies to address current and future threats, could lead to substantial changes at the Pentagon.

Of particular interest to folks here abouts, the panel recommended restructuring military compensation programs. Close to home for some of us:icon_mi_1, the panel also said that retirees "need to bear more of the cost burden going forward" for health care coverage (TRICARE). J/K on the "close to home" as I do not use TRICARE, rather I have the Health Care Plan provided by my Civ agency when I retired from there. Mo betta, da kine.

On a the brighter side, the panel recommends more ships and increased Navy end strength.
