No... it's a video made after the controversial Kim Dong-Sung / Apolo Anton Ohno speed-skating race in the Salt Lake City winter olympics. It was a big national controversy and sparked a lot of outrage at the US from the South Koreans. The North wasn't involved in the video at all... like I said... it's wrongly attributed)

...and it's hilarious.

Ooooh ok. It is pretty damn funny. I talked with a South Korean national that was a student at my school and my friend's roommate (AWESOME FOOD!). She said most older people like America, and a lot of younger people do too, but that most of the anti-American sentiment comes from the college-aged crowd. Gee, sounds like America.
