Since the AFOQT is more difficult than the ASTB, would my assumption be correct if I took the AFOQT I would not need to take the ASTB if I am also trying for a commision in the Navy, but if I took the ASTB, I would also need to take the AFOQT for a commission in the Airforce?

One has nothing to do with the other. You would have to take the ASTB if you were applying for the Navy regardless of any other test you have taken. Also, I believe you are not allowed to be in the application process for two branches at the same time. It's one or the other(or one after the other).
The ASTB is good for the Navy and Marines. That is the only test they will look at.
