When does a recently winged Marine aviator's 8 year obligation begin? As soon as he/she winged or after completion of the FRS or RAG (Not sure what its called) for the particular aircraft selected?

No such thing as "Marine Aviator" - they are Marine Corps Officers who are Naval Aviators :)
