The ROE of Russian-manned S-300 batteries there almost certainly didn't allow the firing as those BGM-109s did not threat to the Russian forces as such.

It's actually a very interesting question. Any specific discussion of TLAM vs S-300, though fascinating to guys like me, is obviously not appropriate for on here. But more generically and to your point, as a SAM operator, I find it very curious...and unlikely...that ROE would allow for penetration of so many targets at close range.

Don't you remember, Putin is nowadays Machiavelli. Was there gas or not and whose forces used it is a secondary matter for him. The first question is to guard Assad to do what he wants to ensure his power, with some obvious exceptions like allowing Chinese or Iran military to take part in this show. As long as Putin is the sole friend - Russia will defend Assad at almost every step.
CAS and SAR helo teams is the least measure to warrant safety of airfields further. Two to four helos on a park spots are, just like in Afghan you're right, a means to protect that airfields from massive missile strikes and to react to the land affairs if those strikes will appear an opening act of ground invasion.

ROE as such in Russian military were always too hard to change. Russian military traditions are strongly against the mission command principles. If they have to shut their targeting radars up when the word of fly-over TLAMs was said by US previously - and there was two hours between warning of Russians there and salvo - they will obey. Two hours is not enough for Russian military to change anything.

Haha, it's envy, always envy... Two USN destroyers have spat 59 missiles and it's barely a half of their storages. All Russian VLSs for Caliber missiles are of 1x8 type, so to repeat this strike by Russian Navy there should be 8 frigates or corvettes. Envy...
BTW, Slavic name "Vladimir" is not usually abbreviating to "Vlad". Vlad is short version of another male name, "Vladislav". "Vladimir" is "Vova", with accent on "o". That is how the average drunken Russian calls his President during the barroom boozing.
