To add to Flash's comments, most of the good C2 is when folks have a personal relationship with the other organziations. That works well with some civilian agenices that may not rotate folks every 2-3 years. I know everyone has done some job where they had to try to reestablish some communication between groups that stopped with the individuals who were doing the coordinations PCS'd away.
That's in addition to the issues such as compatable radios, frequency sharing, common reporting pathways and the like.
