MAJOR IRR Policy Change...

llnick2001

it’s just malfeasance for malfeasance’s sake

In that case I’d drop your letter, go IRR-ASP, and be done. I do know there’s a quick turn on that because a guy in my unit was going to do that until they canned correspondence courses—he wants the option to maybe come back. Seems VTU is taking him longer than he would have taken to just peace out.
Yep. That's the plan.

The squeeze is on. I called the NPC help line to get a statement of service. In the past they would direct me to PERS-912. Now, PERS-912 is "no longer taking calls," and I had to put in a service request to have PERS-912 either grant the request or call me back at the number I gave. The NPC help said that this was the policy as of 1-29-2018. I'm guessing they were flooded with pissed sailors and shut down the point of contact.

2 Questions:
  • Do folks in the VTU get involuntary MOBs? My understanding was that VTU did not get MOB'd, however I recently spoke with an officer recruiter about switching to the VTU and he told me that as of "recently" the VTUs are getting MOBs as often as SELRES units. Has anyone heard or seen anything like this, and has anyone heard of anyone ever in the VTU getting an involuntary MOB?
  • Has anyone gotten official notification of being sent from IRR-ASP to the S2 yet? I called the IRR counselor around early March and they confirmed I was still in the IRR and they did not know when I, or anyone, would be moved to the S2. Also, according to the monthly reserve report the Navy sends out it looks like the IRR-ASP is just as big today as it was in November (about 48,000). Any word if that means that they're just doing it very slowly, or is there another explanation?

In theory IRR folks have always been eligible for involuntary mobilization but in reality it has been a very rare occurrence and only for folks with highly specialized skills. I have not heard of this changing recently but would be surprised if it had.

Do you have a valid TS-SCI, are you fluent in one or more languages from a current hotspot in the world, do you have other in-demand NECs/NOBCs/skills otherwise documented, and are you well under 16~ish years of cumulative active service?

If you didn't answer yes to all of those then you probably don't need to lose any sleep over getting mobilized from the VTU.

He is full of shit. Maybe back in the day, proceeding 9/11, but I've not heard of anyone since I came in, in 2009, and from the VTU getting tagged for an involuntary mobilization.

SELRES are mobilized under a different authority than the Individual Ready Reserve (IRR), which encompasses the Voluntary Training Unit (VTU) and the Active Status Pool (ASP). See attached.

Individual Ready Reserve (IRR) - 10 U.S. Code § 10144.

Selected Reserve (SELRES) - 10 U.S. Code § 12304b.

10 U.S. Code § 12304 - Selected Reserve and certain Individual Ready Reserve members; order to active duty other than during war or national emergency

I hope you’re talking to a NAVET recruiter and not a regular officer recruiter.

For IWC aka NIFR, hard no. For other communities, see bubblehead's response.

My hunch is that a person in the VTU might *want* to take a MOB (depending on his/her personal circumstances, e.g. unemployed) to make some cash and/or add weight to a request for the Navy to reaffiliate them back into SELRES after the MOB ends.

Also, my understanding is that it depends on your definition of "voluntary." A reservist who volunteers for a MOB and asks for a certain location MOB might get a phone call offering a You-pick-a-stan MOB instead. You can decline, but if you decline x2 they take you off the list. YMMV.

There hasn't been much activity here in a while. How is everyone doing finding their way through the policy change and retirement points?

Updating a couple months later: the recruiter who gave me the gouge in the first bullet point above has since retracted his opinion that VTUs get MOBs as much as SELRES units. I have since been passed off to a NAVET Accensions guy in Millington who has the opinion that the odds of getting a MOB in a VTU are close but not as high as the odds of getting one is a SELRES unit. I have gotten gouge from other sources that confirms what some of the below threads have said, in affect that the odds of getting an involuntary MOB in the VTU is very, very low.

My plan is to head to the VTU and hang out for 4 years until retirement. Waiting on a pre-screen pass at my medical forms from Milington before they pass it on to a local MEPS for the full physical. I have a current flight physical from March of this year with an up chit so I hope that helps. But the NAVET guy Im talking to at Milington said that they (medical screeners?) are being pickier than usual lately. So Im in a holding pattern waiting on that. Also, Ive heard nothing in regards to being moved to the S2, although the recruiters Ive spoken to have said that its much harder to go from the S2 to the VTU or SELRES, vs. from the IRR-ASP.

I was able to get into the BGO program. When I have called PERS, they say that I am good to go and still in the IRR-ASP. I have also submitted several courses since January and they have all been approved.
I guess PERS could be waiting to send out a mass email or written form to notify members of the transfer of status. It would stand to reason that they are working against a deadline, but who knows.

I do know there has been some shifting around in Millington. The military (and Navy) has been tasked with higher accession goals for the next few FY's. When the crackdown started on IRR, we were looking to maintain and maybe even reduce our numbers across active and reserve. But that's all changed.

This most likely won't result in walking back any of these recent reserve policies, but it could slow down some of the enforcement as there are bigger fish to fry to boost manning.

I thought that a shift might come, but it is much later than I anticipated. I wonder if this will change the correspondence course list and availability?
