Because, like Uday and Qusay Hussein, even the "thought" of insulting them is cause for lethal retribution. A reporter asked them a question during an interview that offended one them, to which he responded, "I should have you killed right now just for having asked that..." ^Guarantee they did their share of inciting the Arabs against Israel during the Cold War, probably assisted the anti-government factions in Iran prior to the Shah getting overthrown, and probably went back and forth in Pakistan vs India.

^Oh I know they did their share of inciting but the Soviets seemed to try to goad governments into action against other states when they tried to do that. It makes sense that the Soviets would try to play on old hatreds to get what they wanted but I don't think they really tried to create a schism within a religion to start a civil war. At least how I read how the Soviets operated they tended to stay with the political revolutionaries and shied away from religion. Castro, Mao, and Ho Chi Minh are all good examples of the Soviets sticking with politically motivated revolutionaries and being successful. They ran into trouble when religion got involved namely Afghanistan and Iran. In Afghanistan they ostensibly invaded to support a communist government there, never mindful that Islam held (holds) much greater sway than any political government there ever will. With respect to Iran, I think the Soviets stayed out of the way and wanted to see where the cards fell. They were involved with communist groups within Iran but pretty well kept to the sidelines.

When the Soviets did use religion to get what they wanted they played one vs. the other through the established governments in power. The Arabs and Israelis are a good example. They went to Sadat and Hafez al-Assad and helped convince them that they could beat the Israelis with their support. They didn't try to beat the Israelis by causing an uprising from within.

Which is why I think they have been wary about getting involved in that context lately - and they need to be very cautious, because of their internal Muslim issues and large populations.

As far as the Arabs and Israelis, you can't separate government from religion in that region. Trying to get the Arabs to attack Israel is inciting religious warfare - just a different version than Muslim on Muslim.

Anything replacing the Shah worked to their benefit. I would be very surprised if they weren't involved at all.

Oh, I don't think they were hands off but I think they realized it wasn't particularly necessary to do anything and doing so may have been counterproductive. The Iranians, during and after the revolution, were so busy running around trying to find American and British conspiracies that the Soviets didn't need to do anything. Iran became such a big thorn in the side of the United States with the hostage crisis that the Soviets got way more bang for their buck by doing nothing.

As to the Arabs and Israelis, I agree that convincing the Arabs states to attack Israel was another form of religious warfare but I disagree that it's the same kind the author in the article is talking about. I think the author is talking about fomenting dissent among civil populations by manufacturing a religious crisis not convincing a government in power to go after another.

Here's a random thought...

Lets say some Hindu Indian dude gets reincarnated as a pig and then reincarnated as a tree, and that tree is cut down and turned into paper onto which the Quran is printed. Is the tree considered unclean, and if so, the paper? If so, is it then ok to burn that Quran since it is unclean and must be destroyed?

Annnnnnd my brain hurts. But my guess is that the printed Koran would be kosher. Or....halal.....whatever. It's good to go.
