No one can tell you the chances you have, especially if you haven't even finished your degree. As many wise men have said on this site before, the chances are zero if you don't apply. That said, you are already applying and so your chances are greater than zero.

As a CEC officer myself (on the reserve side) I will say that we are one of the smaller communities in the Navy. A quick count on the Naval Register showed that there are less than 2500 CEC officers. Period. That includes AD and SELRES. To give you a bit of perspective on this, on AD alone, there are more than 2500 URL O1s alone. We are a small community where everyone gets to at least know of just about everyone else. To make matters worse, with the gutting of the Seabees there are less billets available for CEC officers. Yes, NAVFAC and PW billets haven't drastically changed, but it is getting more competitive.

According to NPC http://www.public.navy.mil/bupers-n...StaffCorps/Pages/CivilEngineerCorps(CEC).aspx the Community Slide shows that there are quotas available via OCS, and according to this 4 quotas available for STA-21. How could this be so, when there is only one CEC selectee from STA-21 per year?

I just want the scoop on OCS. I want to know what they're looking for. What's a sure bet? Any advice is appreciated.

Nothing is a sure bet. There are WAY too many variables to even begin to try to predict how any OCS board will respond let alone what manning needs are going to be for any FY.
With respect to OCS boards...
In your favor you have the following.
1. A high GPA in an accredited program (You are in the accredited program at ODU, right? I see on their website they have an ABET accredited and a non-ABET accredited program. Your degree MUST be from an ABET accredited program if you want to go CEC.)
2. You are young. You have 10 years before you age out of eligibility for the CEC.
3. You also appear to have strong LORs and a strong military history.
4. The majority of CEC accessions are from OCS.

Things going against you include:
1. You don't have your degree yet. (that being said, this IS the STA-21 thread and cannot absolutely rule out getting picked up via STA-21)
2. No one knows manning needs down the road.
3. CEC is a small community.

The numbers you are seeing on the slide you posted from STA-21 show the number commissioned that FY from the program. That means that those people were picked up 2-3 years ago and just commissioned. With the draw downs they are likely looking to only commission 1 or 2 if any via STA-21 in the coming years which would then account for the small number of CEC selects for STA-21 recently. Additionally, being Staff Corps it is possible that some CORE guys might be found NPQ for the URL and might get transferred to Staff in a similar way that USNA an ROTC graduates do. (Given my lack of experience with STA-21, take that with a grain of salt.) Also, look at the date on the slide. JAN14? Yeah...that is OLD. A lot has changed since then.

Don't look for absolutes on this website because the only absolute is that there are no absolutes.

I am in the ODU ABET program but the challenge posed is how do you complete a BSEE while on active duty? It would take 3 or 4 rotations from sea to shore to complete all the lab requirements for the degree assuming your shore command was absolutely as supportive (as they are currently). I am not opposed to applying for another designator. I would obviously choose SWO since I've already been exposed to the community and would fair well within. I could laterally convert, but I wouldn't hold my breath. Ultimately I'll take ANY designator, but CEC is my 1st pick! Hoorah Seabees!

Funny, because this was absolutely packed last year at this time with comments and speculation. You ready for the results Paul? You been watching message traffic?
 
Not so much. My boat is in a large maintenance period and our internet really hasn't been working so I'm not able to. On top of that I just took over LPO of a junior division so I've been busy with that. I'm hoping someone is kind enough to post them on here or the FB page as soon as they are released.

This was the latest i got from the sta-21 desk:

"Sorry, we cannot release any selection info until the NAVADMIN is released, which has made it through two Admirals and is presently in BUPERS office. Expected released date is still Mid-October."

I received this email on Friday and since then, its been waiting in BUPERS for the last admiral to sign it. Any day now guys :)

I'll post them when they're released. I check message traffic daily for my job anyway. I'm constantly in it... Good luck with the maintenance avail James! Hard work will pay off brother, trust me. One day you'll be on shore duty!

Thanks for keeping an eye out on the message traffic. Current count on the NPC website has up to NAVADMIN 234/14. what is the latest count on the message traffic? It usually takes time for the NPC website to publish NAVADMINs that were released.

Prediction: I'm gonna go out on a limb here and say the message will be released sometime this week. its been at the last Admiral's stop for almost a week now.

That is the current NAVADMIN. There were corrections updating NAVADMIN 222/14 released this morning. Other than that you have the latest.

It’s very quiet on here. more so than any other STA-21 discussion board prior. I can only assume anticipation is better than conversation.

this time last year i was watching the message traffic like a hawk. but fairly someone was watching it even better then i and posted the results before i could get the chance to click "copy". Too bad i dont have that same consistant access at my new command. I wonder if there are people out there standing the" message watch" as i type.
