Correspondence Course Review

I should also add that when I went from IRR to SELRES in Fall of 2014, I had started the process in Spring on 2013...it took that long. While that may not be typical, my IRR should at least call a NAVET recruiter now.

Also, I didn’t push hard, but I asked about going IRR—>VTU. My recruiter said something like “no, why would the Navy want to put you back in if you can’t do AT?" I know that answer doesn’t make sense, but I’m just letting folks know there was definitely a reluctance on the recruiters part to do that, and I’d be shocked if anyone bothered to prep recruiters before this.

FWIW- I also have five years. Now I've got to decide if I just throw it all away (9 years Active, 2 years SELRES, 4 years IRR) or fight hard to get to 20 via SELRES or VTU. Of course this policy change is going to mean that going SELRES or VTU will be much harder than it already is since there will be a huge influx of people competing for those slots.

Funny, I remember having some Admiral blow smoke up our collective skirts about how the Reserves (SELRES and IRR alike) are a vital part of the Navy and should be read as "re-Serve." I'm just not feeling the loyalty down the chain of command today.

Duncan Idaho, That is a difficult call. You have more at risk than I do (9 years SELRES, 6 years IRR). Do you know how to tell if we are being transferred to USNR-S2 status? I did enough courses to have a qualifying year as of 30 SEP 17, I may have 16 years of qualifying service, but it is very close. I would imagine that PERS-93 is getting a bunch of calls. I don't know if I want to draw attention or not. Any thoughts?

What is the best way to find out if you have been transferred to USNR-S2 status?


The easiest way is probably to go to a Commissary and see if your ID will get accepted by the required scan at the pay counter (either the self-checkout or the regular manned one).

Personally, being in the IRR, using my ID Card (DD Form 2 (Reserve)) I am allowed by the system to make purchases.

I imagine if the system now recognizes you as USNR-S2 (in other words, your transfer to USNR-S2 is now official) then it would deny you.

Per BUPERSINST 1001.39F 17 Sep 07:

1801. General. Per 10 U.S.C., 1063, Ready Reservists and their family members as well as Retired Reservists/Former Members (entitled to or receiving retired pay) and their family members are entitled to use commissary stores on the same basis as Active Duty members and their family members. Standby Reservists (USNR-S1 and USNR-S2) and their family members are not entitled to commissary privileges. Retired Reservists who are not eligible for retired pay at or after age 60 are not entitled to commissary privileges.

1802. Access to Benefits. Members of the Navy Reserve and their family members will use their Armed Forces Identification Card for access to commissary facilities.

Here is what 10 U.S.C. 1063 says:

§1063. Use of commissary stores and MWR retail facilities: members of reserve components and reserve retirees under age 60
(a) Members of the Selected Reserve.-A member of the Selected Reserve in good standing (as determined by the Secretary concerned) shall be permitted to use commissary stores and MWR retail facilities on the same basis as members on active duty.

(b) Members of Ready Reserve Not in Selected Reserve.-Subject to such regulations as the Secretary of Defense may prescribe, a member of the Ready Reserve (other than members of the Selected Reserve) may be permitted to use commissary stores and MWR retail facilities on the same basis as members serving on active duty.

(c) .....

Looks like SECDEF has a regulation that allows IRR (non-Selected Reserve), but not USNR-S1 and USNR-S2 (also non-Selected Reserve) Commissary privileges.

I think that will work. It should give me an idea anyway. I reviewed my Statement of Service, and under "WHY" code 4 states "SL (INACTIVE STATUS LIST)." I am currently listed as code 0 "RESERVE COMPONENT SERVICE." But getting a copy of my statement of service may be a challenge.

I received the below email on Oct 10; there is a short grandfather period (I put in bold at bottom of email):

Sailors currently enrolled in other correspondence courses that were on the previous year’s list and which are no longer on the FY 18 list will have until 120 days from the release of this message to complete the course and receive credit

Testing the correspondence course waters. I submitted a FEMA course (IS-026) that was on both lists. According to the new FY18 list, I need to have a NEPLO billet to have the course count. We'll see if it is accepted and I will let the group know the results.

Am I missing something. It is common for NAVYRESFOR to develop a list of courses that have been pre-approved for credit yet are not even offered?

Yes. There’s not really an elegant way to say “from the IRR that doesn’t drill to the IRR that drills without getting paid”
The former is the IRR-ASP, and the latter is the IRR-VTU. Elegant, huh? :)

Yes, that has happened on all the previous course lists. I talked to the JKO help desk a couple of years ago, and they said something like we haven't offered those courses in a long time, I wish they would coordinate with us on what courses are available. Then she said that there was nothing that they could do and that they did not plan on offering those courses in the future either. So I gave up and took those courses off of my courses available/to be considered list.

Anyone else notice that on the NPC site they did away with the rate specific course requirement? I.E. looks like an Aviator can take any available course, not just Aviation specific courses...
