7,200 points is the financial equivalent of a 20 year active duty retirement but it does not give you an immediate retirement.

Awesome, thanks for clearing that up for me. My game plan was actually to shoot for 7,199, because I am also on the FERS retirement plan which is an either/or (active duty or FERS, and active duty is usually better unless you were a 20-year E-2 or a 30-year GS-15). But you *can* draw both FERS and a non-regular (reserve) retirement. That being the case, maybe I will shoot for more than 7,199 (assuming they let me re-enlist, which I am not holding my breath for).
 
So are NKO courses no longer accepted?
That's how it currently appears, for IRR only. COMNAVRESFOR N7 maintains a separate list specifically for SELRES that does allow NKO (and JKO) courses for retirement point credit. I'll leave it up to the IG to determine the legality of that; but in my opinion nothing in the US Code or DoD instructions allows one list for SELRES and a different (smaller) one for IRR.

For what it is worth, DAU classes are once again available. In order to sign up for a class (via www.atrrs.army.mil), you must have a CAC and be able to list someone with a .mil address as your supervisor. Once you are signed up, you can take the class (via learn.dau.mil) without a CAC if you have or can get a DAU account.

I submitted some NETC courses on 09-15-16 and the IRR_Courses responded that they had received them. I have not heard anything back since then.

The last time I called 1-866-827-5672, which was last year on 8-15-2015, to get a hard copy of my Annual Retirement Point Record/Annual Statement of Service History (ARPR/ASOSH), I did not receive a warm response. I did receive a fax, but it was after an hour long conversation with a member telling me that it was to much for them to do. So I decided to wait and only ask for a hard copy once a year. Does the help desk or PERS-9 still fax it out or do we have to use another method to obtain a hard copy? In the conversation with the help desk, I reminded them that my records are my responsibility and I needed a hard copy to verify and a verbal was not sufficient.

Thanks. A month is a lot better than 180 days. I'm glad the process has improved and we moved from fax to email.

Keep in mind that this email is just PERS-93 saying they've verified the recommended point score. PERS-91 still has to do the record entry, which is not immediate.

I will try to remember to check on mine (I have BOL access) to see how long that part takes. Right now it's only been 10 days for me since I got the second email about my most recent points, but so far they have not posted to my record. It will be interesting to see if the extra step of PERS-93 involvement speeds or slows the overall process.

So PERS-912 and -93 just went through all this work of breaking down the various courses by rating for enlisteds ... and the Big Navy today did away with all enlisted ratings (see message below).

Since the justification for sundowning the rating structure was to expand training/career fields, doesn't that fly in the face of restricting individual communities from retirement point credit for courses outside of their "specialty" ...?

RMKS/1. This NAVADMIN announces the first phase of a multi-year
implementation effort to transform current Navy Enlisted Career Management
processes.

2. This modernization effort is the result of a review of Navy rating titles
completed this year by the Master Chief Petty Officer of the Navy and his
leadership mess. As a result, the Secretary of the Navy announced that the
Navy will develop a new approach to enlisted ratings that provides greater
detailing flexibility, training and credentialing opportunities, and
ultimately translates Navy occupations more clearly to the American public.
The intent is to transform our enlisted personnel business processes to
maximize talent management and career flexibility, while arming our Sailors
with superior training and widely recognized credentials that will convey to
the civilian workforce.

3. Navy will move from Rating Titles to alpha-numeric Navy Occupational
Specialty (NOS) codes. This change is a first step on the way to providing
Sailors the opportunity to move back and forth between occupations. This
change represents a significant cultural shift and it is recognized that it
will not happen overnight, but will take time to become fully implemented.

4. Effective immediately, enlisted Navy Sailors will be addressed by rank
vice by rating. E1 through E3 Sailors will be addressed as "Seaman," E4
through E6 will be called "Petty Officer Third/Second/First Class" as
appropriate and senior enlisted paygrades of E7 through E9 will be called
"Chief, Senior Chief, or Master Chief" depending on their paygrade. For
example, a Sailor will no longer be called YN2. Instead, he or she will be
called a "Second Class Petty Officer," or simply "Petty Officer." There will
no longer be a distinction between "Airman, Fireman, and Seaman." They will
all be "Seamen." As we move toward a Navy where Sailors may hold multiple
occupations, rating titles will no longer be applicable. Addressing our
Sailors by rank also brings us more in line with the other services.

5. NOS codes will be grouped under logical and broader career fields. These
career fields will enable flexibility to move between occupational
specialties within career fields and they will be tied to appropriate
training and qualifications. Each NOS will be matched with similar civilian
occupations to enable the Navy to identify credentials and certifications
recognized and valued within the civilian workforce. The Navy will
aggressively pursue opportunities for Sailors to earn credentials recognized
and held by their civilian counterparts and incorporate those credentials
into Sailors professional development.

6. A working group was formed in July to identify personnel policies,
management programs, and information technology systems that may require
modification to support this effort. The working group has developed
recommendations and a plan of action and milestones to fully implement the
transformation to NOS. Changes to personnel management processes, policies,
programs and systems will proceed in deliberate and thoughtful phases that
will enable transitions that are seamless and largely transparent to the
fleet. Fleet involvement and feedback will be solicited during each phase of
the transformation. All aspects of enlisted force management to include
recruiting, detailing, advancements, training, and personnel and pay
processes are being carefully considered as we move forward.

7. This change is one step in a larger effort to modernize our personnel
systems, and will benefit all Sailors with greater career flexibility while
in the Navy and after they depart the Service.

I received two messages today "PERS-93 has received the correspondence courses you submitted on 'xx/xx/xx', and verified they are on the current approved list of courses. Three courses, worth 12 points, have been forwarded to PERS-912 with a recommendation for entry into your point record. You may check the status of your submission by calling the customer service center at 1-866-827-5672. Please allow PERS-912 adequate time to log receipt of your package prior to calling." I submitted them on 9/14/16 and 9/23/16. That is a great response time. I know this isn't the entry into the point record, but at least there is some validation that they are received.
