Commandant hasn't always been a flag billet. It wasn't until about 97/98 where it changed. In fact, the first flag Commandant (at least in recent history, I'm not talking about all USNA history) is the current CNO.
CAPT Bogle, 'dant 94-97, never made flag.

It took long enough, but the promotion finally stuck. Nice to see someone make the system work for them (with a little help) for once. Would be interesting to be a fly on the wall for the hearing on the corrections board and when Mabus "forgot" to sign a form.
