That's not true. In fact, one of the more common times to frock an officer is for Flag. Even for other officer ranks, officers are frocked in a variety of situations.

VADM Gilday really gets this stuff and he's great at explaining why/how this stuff is important in the bigger picture. In fact, he's better at it than a lot of the IW flag wardroom.
