    If your investigation is not listed as "open", as @LFCFan stated above, try asking your SSO for hard copy forms to fill out, just like we did at RTC. I believe they have them for instances like this, when E-QIP is offline.

    YES. This is gonna save my life. Razors give me the bumps so bad due to the closeness of the shave, so I've used an electric since getting out of basic. The shave isn't as close, and will probably need to be redone before inspections, but at least I'll look presentable in uniform.

    It's called Appendix B, and it's strongly recommended that you memorize it word-for-word prior to reporting. As stated above, it can be found on the official Navy OCS website. I'd post the link, but I think it's important for you to go there yourself if you haven't already.
