Common theme here seems to be that providing a CO with only X number of EPs fucks a lot of shit up. Perhaps the Navy should allow for the CO to use their integrity and give EPs to those who earn it and have those hard discussions with those who didn't.

Even if all CO's were going to play by the new rules, different CO's means different standards and adds too much subjectivity. So people would still get screwed, just differently.

Just answering the question posed. Even then, putting 90% in the top 30% is not how distributions are supposed to work. Unless, of course, you’re suggesting that the RS had to consider extenuating circumstances when evaluating fitrep rankings.

Christ......I left for a day of work and missed 5 pages of response. Didn't read all of them, but I will just leave this........at the squadron command level, with one exception, all of my skippers have been great.......somewhere between above average, and well above average. I know that is not the case everywhere, and I think I have been slightly lucky in that respect, but it does lead me to believe that the O-5 command screen process is not broken.

Did not expect someone to actually whip that out. Impressed, both by your research and by the poor bastard who had to calculate that with a slide rule and put it to paper with a typewriter. You've definitely earned the EP today! :D

COs will have different standards regardless of the system used. But, yeah, you're right. So how do we pick the least worst system?

Considering no evaluation system is going to avoid screwing some people over, I would say the current FITREP system, assuming reporting seniors play along, is probably pretty close to least worst.

That doesn't mean there aren't problems, but I am saying those problems generally appear to be self inflicted by community management (manpower, billet timing, etc) rather than directly attributable to the FITREP system itself.

I obviously won't pretend to understand the 13xx unique issues, but I think the current FITREP system generally does OK except in the extreme outlier conditions. Which sucks for the outliers, obviously, but again, the various community leadership at PERS should be able to develop ways to manage/mitigate that.

Block 21 should indicate APPROVED for those with approved separation dates and would warrant a separate summary group no?
Nobody in their first tour is going to be in that status, nor is a DH likely to be in a position to be either, given the bonus terms.

Plenty of DHs separating these days, even on the bonus. Separate summary group for me.
It’s rare for a DH to have an approved separation while still on their DH tour. I have never seen this myself. YMMV.

I retired on my operational DH tour .... cut loose a little early with the terminal leave I had built up. But in effect I did the whole tour. So it might has well have been a PCS into retirement. Lol.

I gladly took a different FITREP ranking since no one has ever asked me for my last military FITREP. It definitely helped out my DH peers and specifically one that went on for a command tour.

Nobody was asking about the likelihood of the situation arising and your response that "making a separate summary group isn't allowed per the instruction" is bad gouge.
