MAJOR IRR Policy Change...

Just got this in an email from PERS:

1. Significant changes have been made to policy in regards to service in the IRR-ASP. Please review the new policies and procedures delineated in reference (a), and read it in its entirety on the Navy Personnel Command (NPC) IRR website, dated 2 October 2017.

2. Upon completion of initial eight year military service obligation (MSO) (officer or enlisted) or current contract (enlisted), a service member will no longer be eligible to remain in the IRR-ASP, with the exception of members who have obtained 16 qualifying years for retirement as of 30 September 2017, and those members of programs approved for continued assignment in the IRR-ASP (i.e. Strategic Sealift Officers, JAG Students, BUMED Students, Chaplain Students). Members who desire continued service may request affiliation with Selected Reserve (SELRES) or IRR-Voluntary Training Unit (VTU) through their local Navy Recruiter. Please see additional officer-specific opportunities for affiliation in paragraph 11 of reference (a).

3. Officers between eight year MSO and 16 qualifying years of service for retirement will be placed in the Standby Reserve-Inactive (USNR-S2) status as of 30 November 2017. Officers will remain in this status for up to one year, to provide adequate time to contact a local Navy Recruiter and affiliate into the SELRES or IRR-VTU.

4. For enlisted service members with end of obligated service (EOS) falling between 30 September 2017 and 30 November 2017, an exception to policy may be granted for requesting an extension in order to provide the service member with adequate time to contact a local Navy Recruiter for affiliation into SELRES or IRR-VTU. In the extension request, the following information must be provided to process: Recruiter's name, recruiting area, and phone number.

I'm not shocked. I expected another crack down on the IRR-ASP, but this is more severe than I would have guessed. Glad I didn't make the leap from SELRES to the IRR-ASP yet.

So...a couple of people have reached out to me and here's what I think this means, but would appreciate it some sanity checks and confirmation:

If you're on AD and were considering getting out and treading water in the IRR...that's no longer an option. You'll need to go to SEL-RES...until you hit 16 years? Then you can go IRR?

If you're already in the IRR: do you have more than 16 years? Yes: pass go, continue to 20, retire. No: Join VTU in the next year.

BUT, what does this mean for folks who are at 28 years for example? Are they done right now? Continue IRR for the next 2 years until HYT then retire, or do they also only get 1 year?

All of the above tracks with how I read the new policy, with the key being you have to get to 16 years before you can do the correspondence course deal to get to retirement. For folks over 20, I can't tell how it'll affect them but would not be surprised if they were just cut off.

No confirmation but sanity check wise, I think your interpretation sounds about right. I am also not clear on how this affects people with over 20 years. I saw the FY18 Approved Correspondence Courses posted on another thread and it is pretty slim pickings for Officers. It will be tough to get 50 points per year. It looks like they have further restricted the Non Resident Training courses to Enlisted Ratings only (unless designated as GENTRA).

I called PERS-93 and they knew the policy verbatim but are unable to answer how it individually affects someone. They referred me to PERS-911D via the customer service line. I left a message and they have yet to get back to me...guessing their phonelines are ringing off the hook.

I mentioned that this seemed like a swift and sudden change, but the PERS-93 guy told me quite the contrary- this has been in the works for 10 years to align with the other services. The other services don't allow IRR- you have to SELRES or VTU, etc.

I'm in a unique situation, so I really need some custom tailored help from PERS on this one. I got forced out for 2xFOS during the bloodbath a few years ago and as a requirement to receive the involuntary separation pay, they make you sign a 3 year contract with IRR or SELRES, which I am halfway into.

I chose the IRR option because I had enough of the dog and pony show.

I served my 8 year commitment Active Duty, got forced out at 10 years before I had the chance to commit to further service as a Department Head. I took the involuntary separation pay and signed a 3 year IRR contract because me and my wife and kids would have been living out of a cardboard box if I didn't.

So my question is, with no MSO left but 1.5 years left on my IRR commitment I'm wondering if this forces me to go SELRES now or pay back a huge amount of money or if I can just ride it out IRR. I was planning on resigning from IRR anyway, so I'm cool with being separated from that too but I don't know if that means I forfeit the separation pay for not being in good standing.

You think they'd pull back everyone's ISP with this? No way... I feel like someone would sue.

The way I read it is that if you hit 16 years prior to 30 Sept 17, you were grandfathered into staying in ASP till 20. Everyone else (excluding special IRR programs noted) will have to go SELRES or VTU to get to 20.
Again, my interpretation, not factual interpretation. Will be interesting to see if more guidance comes out in response to phones ringing off the hook at BUPERS.

"Sir,
Since you are over 16 yrs quality service, this policy change will not affect you."

If you affiliate with VTU, are you in the same pool of involunatry mobilizations as SELRES, or are you in the "break in case of WWIII" pool that IRR-ASP is in?
