So the effort is fairly small. I think the courses allowed will change again, but I think they will open back up the NETC non-resident courses. I have 4 more years to go to retirement, and I think I will make it. Plus I have to remind my family that I am still in the Navy, so to me it is worth the risk.

To my knowledge they are open...or do you mean "I think all designators will be unrestricted to take any NRTC course?"

Wanted to share I learned this week that the current NPC course listing (15 Aug 2016 on the current NPC site) is out of date. The new course list is only accessible via the Navy Reserves site (CAC restricted). Here is the link if anyone wants to attempt access. Courses submitted for approval 6 October may not be approved since the new FY18 list is out but an effective date has not been determined. The NPC site lists courses that are not approved. Hoping they will 'grandfather' those that have taken 15 Aug 2016 courses submitted for credit as the new FY18 course list does not appear to have an effective date.

I received the below email on Oct 10; there is a short grandfather period (I put in bold at bottom of email):

The ability for RC personnel to receive retirement points for voluntary completion of correspondence courses is an important aspect of the Navy's Total Force Continuum of Service concept. It enables the Navy to retain personnel with strategically valuable skills, expands the flexible service options for those unable to conduct regular drills due to short-term conflicts, and provides a method for crediting completion of electronically available training. To enhance this capability, Commander, Navy Reserve Forces Command (CNRFC) generated a new list of courses, which has been approved by the Assistant Secretary of the Navy for Manpower and Reserve Affairs (ASN M&RA).

The new list of approved courses is located on the Navy Reserve Homeport at: https://private.navyreserve. navy.mil/cnrfc/N-Codes/N7/correspondence_courses/. This list breaks down the courses into 17 distance learning (DL) programs which include the course number, Navy Standard Integrated Personnel System (NSIPS) entry code, course name as well as the retirement point value to be awarded upon successful completion. Non-pay retirement points for completion of correspondence courses shall be credited at the rate of one point per four hours of instruction. Courses which contain less than four hours of instruction are not eligible for retirement point credit. If a course is not currently listed on the master course listing, it may be submitted to COMNAVRESFORCOM (N7) for possible inclusion on a future list.

Service credit compensation for Hybrid DL programs: The Joint and Combined Warfighting School (JCWS) Joint Professional Military Education (JPME) and U.S. Army War College (USAWC) Distance Education Hybrid programs DL portions qualify members to receive correspondence point credits in keeping with DoDI 1215.07 and RESPERSMAN 1500-010. The course completion dates for these courses should be entered into the Navy Standard Integrated Personnel System (NSIPS) as the day following completion of the final in-residence portion of the course.

Reserve Personnel Manual (RESPERSMAN) Article 1500-010 provides processing procedures for completion of correspondence courses for retirement point credit. The RESPERSMAN Article 1500-010 can be found on the Navy Reserve Homeport at: https://private.navyreserve.navy.mil/cnrfc/N-Codes/N1/ RESPERSMAN%20ARTICLES/1500-010%20%28Correspondence%20Courses%29.pdf.

Correspondence course procedures for IRR-ASP/S-1 members will be provided on the PERS-9 website accessible without a Common Access Card at: http://www.public.navy.mil/bupers-npc/career/ reservepersonnelmgmt/IRR/Pages/default2.aspx.

Continuing Medical Education (CME), as described in BUPERSINST 1001.39F, will be reviewed and approved by Bureau of Medicine and Surgery (BUMED) prior to forwarding to PERS-9 for crediting. CME activities pertain to medical professionals maintaining their licenses and certifications and are not included on the approved correspondence course list. Medical personnel completing correspondence courses on the approved list follow procedures delineated in RESPERMAN Article 1500-010.

Sailors currently enrolled in other correspondence courses that were on the previous year’s list and which are no longer on the FY 18 list will have until 120 days from the release of this message to complete the course and receive credit

I am an O-3E 1145 and qualify for very few courses. Fortunately I only have 2 good years needed at this point. They are really turning the screws here, especially with the new S2 status policy this morning.

*Just* received a message about IRR changes. Basically, they are trying to force people to either drill (SELRES/VTU) and those with 16 years of qualifying retirement will be grandfathered. These between 8-16 years have a year to go SELRES or VTU and those with less can request an extension.

Does this mean the IRR / Correspondence courses route is going away?

Guess I can assume that the 120 days from 10 Oct 2017 - February 7th is the last day they will accept course completions for those that have already enrolled in the previous years course list.

Ironic, the site the listed for non-CAC holders appears to be down. Perhaps they are updating the site?

I get these to my email via gov delivery and received it on Oct 10,2017 @8:56am. I don't see any reference to a more official DTG, but this is what I would use. But I guess you could call the IRR counselor if in doubt.

In either case, the window is short to get those courses in progress done!

Thank you for sharing that information! Spoke with half a dozen people yesterday about these changes and no one was able to provide me a DTG or effective date of the message. They told me I had to be enrolled in the course as of October 1st and the last 10 days puts us in a no-mans land. Realistically the 120 days makes sense - that sailors/marines should be able to finish courses from the old list.

The question is can someone enroll in a course (from last years list) between now and February 7th and receive course credit?

Then is 10 October the effective date of receiving course credit for courses listed on the new list? (So essentially someone can earn points off both lists?)

Was also advised to speak with NAVRESFORCOM 757-322-6613 to get more information about the effective date of the new courses. No one answers that line (so far after two calls)

Wow, the 16 year requirement hits me hard. I need some sea lawyer help. As of today, I currently have 15 years of qualifying service. My anniversary year begins 25JAN18. I have completed enough courses by 10OCT17 to receive a qualifying year. The way I read the IRR MILPERSMAN 1001-125 email is that I do not have enough qualifying years to stay in the IRR-ASP. Can someone help me read into the MILPERSMAN 1001-125. Am I SOL? The way I read it I will need to transfer to the IRR-VTU to finish out my qualifying years. Any help is much appreciated. Should I hold fast and see if I get a letter/email transferring me to USNR-S2?

That's the way I read it too. Sucks.

FWIW- I also have five years. Now I've got to decide if I just throw it all away (9 years Active, 2 years SELRES, 4 years IRR) or fight hard to get to 20 via SELRES or VTU. Of course this policy change is going to mean that going SELRES or VTU will be much harder than it already is since there will be a huge influx of people competing for those slots.

Funny, I remember having some Admiral blow smoke up our collective skirts about how the Reserves (SELRES and IRR alike) are a vital part of the Navy and should be read as "re-Serve." I'm just not feeling the loyalty down the chain of command today.

In case anyone didn't get the email about the change to MILPERSMAN 1001-125 or is having trouble getting documents referenced, here's the content of the email and the two effected documents.

Subj: NOTIFICATION OF MAJOR POLICY CHANGE (MILPERSMAN 1001-125)

Ref: (a) MILPERSMAN 1001-125

1. Significant changes have been made to policy in regards to service in the IRR-ASP. Please review the new policies and procedures delineated in reference (a), and read it in its entirety on the Navy Personnel Command (NPC) IRR website, dated 2 October 2017.

2. Upon completion of initial eight year military service obligation (MSO) (officer or enlisted) or current contract (enlisted), a service member will no longer be eligible to remain in the IRR-ASP, with the exception of members who have obtained 16 qualifying years for retirement as of 30 September 2017, and those members of programs approved for continued assignment in the IRR-ASP (i.e. Strategic Sealift Officers, JAG Students, BUMED Students, Chaplain Students). Members who desire continued service may request affiliation with Selected Reserve (SELRES) or IRR-Voluntary Training Unit (VTU) through their local Navy Recruiter. Please see additional officer-specific opportunities for affiliation in paragraph 11 of reference (a).

3. Officers between eight year MSO and 16 qualifying years of service for retirement will be placed in the Standby Reserve-Inactive (USNR-S2) status as of 30 November 2017. Officers will remain in this status for up to one year, to provide adequate time to contact a local Navy Recruiter and affiliate into the SELRES or IRR-VTU.

4. For enlisted service members with end of obligated service (EOS) falling between 30 September 2017 and 30 November 2017, an exception to policy may be granted for requesting an extension in order to provide the service member with adequate time to contact a local Navy Recruiter for affiliation into SELRES or IRR-VTU. In the extension request, the following information must be provided to process: Recruiter's name, recruiting area, and phone number.

Thanks for posting this—I didn’t have the context.

I sort of hate the veterans-victim mentality, but after see this msg I raised T.H. Wright by opening my VA disability claim.

I ended up going SELRES again, but for those of you with less than 16, the VTU is horrible, but bosses are often understanding and you don’t have to do AT.
