I was told to arrive at OCS in appropriate civilian attire and running shoes. So what is appropriate civilian attire?

Jorts, ...check.
I might go full Summer Dress Canadian Tuxedo which includes a denim shirt with cutoff sleeves.

The khaki pants aren't a bad idea. I was in jeans and a polo shirt with running shoes. Most other folks were, too. I'd do the khakis and a polo.

Bottom line is nothing that will bring attention to yourself so leave the "Go Navy" t-shirt at home and don't wear pink shoes or anything like that.

Polo shirt or button-down with undershirt. Slacks or pants with a belt. Closed-toe shoes. Fresh haircut. Clean shave. Try to blend in with a conservatively-dressed crowd.

Make sure its something you're going to be comfortable (or at least not too miserable) sweating in. So I wouldn't recommend anything long sleeve.

I'm pretty sure shorts are authorized as ACA, so long as they aren't excessively baggy/sagging, frayed, full of holes, PT/gym shorts, etc. Hell, they can even be short shorts (within good reason/not nut-huggers). ACA basically comes down to the simple rule of "If I have to ask, I probably can't wear it."

My NROTC unit specifically said no shorts when we reported for Freshman Indoc, so I'd probably go with pants or slacks for OCS pick-up. Then again, I'm just an NROTC puke.

Jeans, Non-ratty t-shirt or polo, & running shoes would be my advice. Make sure it's something you don't care much if it gets dirty.
