Is the navy in demand for supply officers? I heard from a couple of people that the Navy is always in need of supply officers. Is this rumor true?

Any possibility as to whether the Navy will cut selection quotas, make promotions more competitive, or both in the near future?
I thought the Navy fills the supply slots with stash ensigns who crash their cars into houses out in Pensacola.

Now for the rest of my rant. My experience thus far with the Navy supply system has been horrendous. As many of you who have recently come through API know, there is a severe shortage of flight suits, koch fittings (for the ejection seats), leather jackets, and several other vital pieces of gear. How does the supply system get so screwed up that it cannot issue a single flight suit to first time students? It's easy for me to blame the guy in the warehouse but the problem has to be higher up the chain. Any ideas what the problem is and what is being done to correct it?
