How does one become a TAR officer? I am proir enlisted and know what a good deal TAR can be, but how do I apply?

You must first be commisioned through one of the ordinary sources. Most TAR officers apply from the ranks of selected reservists (weekend warriors). You must have completed your minimum obligated service for the program you were commissioned under in any case. TAR can be a good deal for some folks. Don't be fooled though. Many TAR officers deploy on ships either as Full Time Support crewmembers in a Reserve Force Ship or are detailed to a regular Navy ship or squadron just like any other officer. TARs still need to get the training and experience needed of a Naval Officer some how.
