If you're warfare qual'd or recently attrited from your initial training pipeline, and you want to lateral transfer or redesignate to supply, I can't think of any better time than now.

Subject: Lateral Transfer Candidates in YG 03 and 04

Fellow Captains,

I need your help in identifying good lateral transfer candidates
for our corps. If you have seen the road show you know that we are
under manned in every pay grade except O-2, but still only slightly below
our overall end strength of about 2500. Through some dedicated effort
and programmatic thinking on the part of our P3 folks, we have managed
to get authority from N1 to increase our accessions overall, and
specifically to increase lateral transfers from 10 to 76.
This is a
major accomplishment when you consider that overall the Navy is
downsizing.

The new goal of 76 lateral transfers is specifically targeted at
Year Groups 03 and 04, both Ensign Year Groups
, where we are short
officers. Year Groups 00-02 are overmanned, so we can't take anybody in
those YGs. More senior year groups are generally not good fits for
lateral transfers. If you know of good candidates in year groups 03 and
04 please encourage them to transfer to the Supply Corps. If these
folks are attrites from another community (aviation, nuke power, etc.)
they need simply request to transfer to Supply in their attrition
package and it will be forwarded to us for review.
If they are not
attrites they need to submit an application to the June lateral transfer
board.

Please don't view this as a "come on come all" type of thing. We
have standards and will be selective about who we let transfer over.
Your input on these individuals will of course make a difference.
