Requirements for a Waiver

I am a sophmore in High School and ever since I was little I have dreamed of flying fighter jets for the Navy. Right now I wear contacts and I believe my eyes are around 20/200. I kind of understand what waivers are but what requirments do you need for PRK to fly. And also is it a better idea to get the procedure done before entering or while you are in the academy. Thanks hope you have answers.
