This would be a d*ck move. Having sat on a board, they have to read every letter.
However, if OP does not explicitly state, "1. Per reference (a), please remove my record from consideration by the FY-1X Active Duty (Grade) (Competitive Category) Selection Board" then I'd guess they would have to vote based on OP's record.
