FY20 DCO Selection Boards Schedule

Since the FY20 Reserve goals were released earlier this week, does anyone know the time frame of when the boards consider converting positions that they don't have any applicants/packets for? For example, if they have a NAVET goal of 1 for 1887 and DCO goal of 0 for 1887, would they ever consider converting the NAVET position to a DCO if no one applies for the NAVET? Not sure if I am using the right terminology with this.

Comparing apples to oranges trying to compare DCO to NAVET. DCO is for entry accession NAVET is for prior officers in varying pay grades to return back to the reserve. Also, some communities have specialized training that can only be accomplished as active duty. This is why there’s no DCO for SWO, Aviation etc.
