TLDR; Use the photos to screen out shitbags. Don't use them as a uniform regulation trivia game/minefield to reject or delay promotion boards.

Having gone to boards when pictures were required and when they weren't, I haven't seen the Navy go down this path. I've submitted a picture with the wrong number of stars on my ribbons and it's been a non-event. The biggest issue is just having it updated with the correct rank and not looking like a tub of lard.

Not sure for previous times, but the "last time" they turned off the need for photos (~2004-20011-ish), it was to, in part, prevent diversity arguments from creeping into the board. When they turned pictures back on in 2012-ish, I guess that wasn't any longer a problem to solve.

Back when the abominable IDWO pin came out there was a rush by folks to get their photo's updated to show they were wearing the pin. I don't remember any nitpicking over what was or was not on the uniform in the photo, only that the photo was in the record and was "current."

Pretty difficult to see that level of detail considering the Navy is so far behind technology wise that they have us mailing in a PRINTED NAVPERS form that they then SCAN and then place into your DIGITAL record. It's sheer idiocy. They'd save the step of scanning in mailed correspondence if they'd just allow for digitally uploaded material.

Run away as fast as you can! The Army does this nonsense. I get it. "We can use the photo to screen out shitbags." That's the good part. The bad part, at least for the Army, is it turns into a nightmare in getting your office record brief (ORB) to match/sync with your photo. I took my latest photo back in February of this year. At the time it was accurate with regard to awards and regulations. We have to update our photos anytime we receive an award Army Commendation medal or higher, or once every three years. Last week I learned our LONG delayed awards for deployment are being awarded early November. My promotion packet is being submitted the second week of November. So I have to build a ribbon rack with my anticipated award, along with some other BS award I had no idea I was eligible for despite being in the Army for 10 years, plus service bars and a governor's award for hurricane relief. Then, I have to setup an appointment at least a month out because "It's the photo lab." If anything on my ORB does not match my uniform my packet is rejected. We had a female warrant have her packet rejected because someone on the board thought her wings were on crooked. They weren't. She just had 'bumps' in here uniform that made the wings not lay right.

Edit: Forgot to add that while reviewing my ORB, an Army Achievement medal I knew nothing about showed up in my record. Turns out it was from 2015. Nobody bothered to tell me about it. F' it. Time for a La Gloria Cubana Serie R.

Well the Navy isn't doing that drumbeat of every Commendation medal or higher, or once every three years . It will be more like X days after each promotion. Unless you are operating remotely, that's not too hard. Honestly, a lot of the handwringing from our Officer Corps for this is over the top. Just take the photo, submit it and call it a day.

I just want to see an Official Officer photo from a guy that has already submitted his Letter Of Freedom sporting a Captain Queeg or Dr. Ford halloween mask. I think even the PC Teetotalers have a sense of humor, deep down.

Marines have always been obsessed with the picture. Not submitting a picture is a tried and true tactic to get passed and paid.

I know of a guy that submitted an intentionally jacked up picture. Shirt partially untucked, pant leg partially tucked into his sock, no ribbons, gut stuck out, idiot expression on his face, and some other stuff I am forgetting. I wish I still had the picture.

Unfortunately for him he was selected. He is at a major now, as a major without a $70k check.
