Mobilization Rules Change

Any idea what the changes are?

“CNRFC and USFF are revising the mobilization business rules that will affect all Selected Reservists. Beginning 01 April 2018, CNRFC will have a formal chop on all mobilized Reservists desiring to extend, transfer to other missions, or demobilize and remobilize. In particular, mobilized Reservists that belong to managed communities will be most affected.

Published business rules regarding CNRFC’s increased oversight of mobilizations will be available in April. These rules will limit the time that Reservists can remain mobilized to fill billets throughout the Continental United States. CNRFC and USFF will evaluate each request and consider, but not limit to, mission criticality and community input, while also considering members’ desires. During a six-month period to transition into these restrictions, existing approved extensions, line transfers, and remobilizations will be honored.

Ahead of published business rules, any member on mobilization orders considering an extension, line transfer, or demobilization/remobilization, should contact their mission Individual Augmentee manpower representative or USFF Action Officer to determine if this policy affects them.”

WAG: Maybe people were taking too many mob’s in CONUS and it was reducing the pool of mob-eligible SELRES who need to fill OCONUS/ warzone billets? So CNRFC changed the rules so CONUS mob’s don’t count (or don’t count as much as they used to) toward your dwell time?

I am unsure, and am as interested in the answer as you are.

I suspect it’s because a fair number of CONUS commands are using Selres mobs/ADSWs when there’s a need to rapidly plus-up - especially staffs and watchfloors - because it’s quicker and easier than creating AC billets. Even though business rules have always been that Selres aren’t to be used for enduring requirements.

People have been/continue to abuse the system and Reservists are happy to drink from the trough.

PERS (Millington) is a big offender as they have, since at least 2009, had a pool of mobilized Reservists (IP's and IT's) manning their The Navy-Marine Corps Mobilization Processing System (NMCMPS) shop. This is an enduring requirement, however, the MOBs are no sh*t NE coded MOBs. Who wouldn't MOB to Millington for a year knowing you would get standard dwell time out of it?

CENTCOM is another offender.

The Navy creates this sh*t program, people start to avail themselves of it (nothing wrong with that), then the Navy back peddles as if they were surprised.

This is also applicable to CANREC Recruiters.

Which part is applicable to CANRECs? I can at least see how having reservists on recruiting duty makes sense, especially on the reserve mission side. Plus, there is a path for proven CANRECs to convert full time.

The communities like Supply, PAO, etc. etc. don't want their officers outside of community-centric jobs (like recruiting) too long
